Disburses Funds To Coastal States |
The Minerals
Management Service disbursed $65 million to six coastal states, the final
of 15 annual payments based on settlement legislation regarding allocation
of royalties, rents and bonuses from certain federal oil and gas leases.
States receiving the final 8(g) settlement payment are Alabama, Alaska,
California, Louisiana, Mississippi and Texas. California received $28.9 million;
Alaska, $13.4 million; Texas, $13.4 million; Louisiana, $8.4 million; Alabama,
$700,000; and Mississippi, $200,000.
The 1978 Outer
Continental shelf Lands Act Amendments provided for certain coastal states
and the federal government to share revenues earned from OCS leases, generally
three to six miles beyond a state's coastal boundary. This area, known as
the 8(g) zone, is named after the enabling paragraph of that legislation.
Between 1978 and1986, revenues earned in the 8(g) zone were placed in escrow,
pending agreement on a formula for dividing those earnings.
In 1986, Congress
determined that coastal states would receive 27 percent of the 8(g) income
held in escrow, with the remaining 73 percent going to the federal government.

Trinidad's Eddies - Fugro GEOS New Technique |
Potentially
damaging ocean current eddies threatened Exxon Mobil's Jack Ryan drillship
when it was working offshore Trinidad. Fugro GEOS, Houston, developed a new
technique to track and forecast these eddies as they headed towards the vessel
so that their effects could be minimised by careful planning of subsea
operations. The eddies are spun off from the North Brazil Current as it moves
up the north coast of South America. They can generate speeds of up to three
knots, which is fast enough to severely impact drillship operations. Tracking
and forecasting the progress of the eddies helps reduce the delays and harm
they can cause.
An ADCP was mounted
on the drilling rig to monitor currents in the immediate vicinity. However,
to track and forecast the eddies, a more flexible system was needed which
led Fugro GEOS to develop the Towed ADCP system. This uses a 300KHz RDI Workhorse
Acoustic Doppler Current Profiler (ADCP) installed in an Endeco/YSI V-fin.
The system can be deployed quickly and easily from the stern of most crafts
of opportunity using a small winch and davit. The system is towed at normal
survey speeds, profiling currents to a depth of about 80m below the towfish.
Data are sent back to a PC, processed to remove the element of velocity caused
by the ship's motion (by integrating data received from a GPS receiver),
displayed, plotted and archived to the PC.

Side Scan Sonars Are A Big Hit |
JW Fishers
are now offering a 1,000 foot cable option and a depressor wing for their
very popular side scan sonar systems. The new longer cable and wing allow
deeper water towing. Side scan sonars are one of the most sought after, and
effective tools for underwater searches. The primary reason; they can cover
large areas quickly and see whats on the bottom regardless of water
visibility. A side scan finds things by sending out a sonar beam which sweeps
the ocean floor on either side of the towfish. This transmitted sound wave
reflects off any object laying on the bottom. The reflected beam returns
to the towfish, is received, and sent topside through the tow cable to the
surface control/processor unit. The data is displayed on a PC or thermal
printer as a detailed image of the target. Side scans works equally well
in salt or fresh water, and can be used in lakes, rivers, harbors, and open
ocean.
Fishers sonar
systems are a hit with a diverse group of underwater searchers including
treasure hunters, commercial salvage companies, law enforcement agencies
and dive rescue groups. These low cost, high tech underwater search systems
are capable of locating a variety of targets from downed aircraft to drowning
victims. Law enforcement and dive rescue groups use Fishers side scans to
search for bodies, vehicles lost in the water, capsized boats, and missing
airplanes. Commercial diving and salvage companies employ the side scans
to locate and track underwater pipelines, find lost propellers and dredge
parts, search for sunken vessels, and a variety of other applications. All
of Fishers sonars come standard with a 500 foot depth rated towfish, 150
feet of cable, and a topside control unit with built-in 17 inch thermal printer.
Many options and upgrades are available for the system allowing it to grow
with any users requirements.

Dive Acquires Deepwater Vessel Mystic Viking |
| May 10, 2001--
Cal Dive International, Inc. has acquired a dynamically positioned (DP) marine
construction vessel, the Mystic Viking (formerly the Bergen Viking). The
vessel, presently in the Norwegian sector of the North Sea, is expected to
arrive in the Gulf of Mexico in early June although that timing could be
delayed for up to 30 days pending possible work in the North Sea. Terms of

Navigators For Alstom Schilling Robotics' Quest ROVs |
Alstom Schilling
Robotics has ordered six Workhorse Navigator Doppler velocity logs from RD
Instruments Inc. Three will be used on production units of Alstom's innovative
Quest all-electric ROV; three are spares. The first vehicle has been delivered
to Canyon Offshore Inc.
"In choosing the
RDI DVLs we were aware that we needed fast updates for automatic control
functions and we especially needed reliability," said Scott Stanton, System
Integration Engineer at Alstom. The RDI Workhorse Navigator DVL is a
multi-function sensor that gives precise velocity and altitude updates and
may be integrated with other navigation systems on ROVs and AUVs. RDI Navigator
DVLs are installed on over 90 per cent of the world AUV fleet and on over
100 ROVs.
Patented bottom
detection algorithms in the RDI Navigator, together with single-ping bottom
location, allow robust and reliable bottom tracking even over uneven terrain.
Multiple ping averaging is not required to get highly accurate bottom readings
and so the vehicle receives more frequent positioning information than with
other navigation systems. This means that precise positioning is available
during station-keeping (hover) modes and also in holding position on survey

Takes Delivery Of Second 152' Crewboat |
FORT LAUDERDALE,
Fla., May 14 /PRNewswire/ -- Seabulk International, Inc. (NASDAQ:SBLK) has
taken delivery of a second modern 152-foot crewboat, concluding a two-vessel,
$5 million purchase from Crewboats, Inc.
Both the Seabulk
St. Martin, delivered in early May, and the Seabulk St. Landry, delivered
in December 2000, are operated in the Gulf of Mexico by Seabulk Offshore,
a global firm providing marine services to the offshore energy industry.

Subsea Opens Caspian Marine Base |
ABERDEEN,
Scotland-Halliburton International Inc. and KASPMORNEFTELOT (KMNF), the marine
division of the State Oil Company of Azerbaijan Republic (SOCAR), have entered
into a 12-year contract for a marine base and associated services to support
Halliburton Subsea offshore construction activity in the Caspian region.
Halliburton Subsea is a business unit of Halliburton Company's (NYSE: HAL)
Energy Services Group.
The base, with
a 6,000-square metre lay down area, is located at KMNF's Southern Basin adjacent
to Caspian Shipyard. The base will be primarily utilized to support Halliburton
Subsea's catamaran crane vessel Qurban Abbasov (previously known as the Titan
4) during the restoration and upgrade of the vessel and during the forthcoming
offshore construction, pipelay and subsea activities. The site will also
be developed to provide warehouse, office and training facilities that will
include advanced diver and life support technician training, utilizing the

Achieves Low ROV Down Time In Norway |
May 14, 2001--
Over the past 12 months, Oceaneering International's Norwegian affiliate,
Oceaneering AS in Stavanger, operated 21 work class ROV systems and nine
observation class ROV systems in Norway, accumulating a total of 31,889 hours
of in-water time in 1,767 dives on various subsea operations while incurring
total down time of only 0.1 percent (44 hours).

the statistics are based on actual recorded time and illustrate the success
of Oceaneering's ROV operations group's ongoing equipment standardization

Hydro Awards Contract For Fram West Field - North Sea |
HOUSTON, May
15-- Norsk Hydro AS has awarded Aker Maritime AS a 500 million kroner ($55.1
million) contract to provide a production module for the Fram West development
in the Norwegian North Sea. Aker will provide engineering and construction
services for the module, which will process both oil and gas from Fram West,
and install it on Troll C. Before the installation, Aker will also carry
out necessary modifications to the platform. Fram West is due on stream in
October 2003. Aker Technology developed the chosen concept.
"By placing all
the production equipment for Fram West in one module, the extent of commissioning
at delivery has been increased. This has reduced the scope of work offshore,"
Aker said. Several Aker units will be involved in the effort, including Aker
Engineering, Aker Stord, Aker Elektro, and Aker Offshore Partner.

HOUSTON--(BUSINESS

the availability of an additional, high-capacity 3D vessel in its worldwide
fleet. Upon completion of extensive modifications, the M/V Seisquest was
relaunched May 7, 2001 in Bergen, Norway. The vessel, on a long-term charter

The M/V Seisquest
