| Arctic
Rose Sunken Fishing Vessel Located In Bering Sea Southwest Of
Anchorage |
On April 2
,the Arctic Rose fishing vessel sank suddenly in the Bering Sea about 775
miles southwest of Anchorage in the worst fishing disaster seen in Alaskan
waters in nearly two decades. The only sign of trouble was a signal from
the vessel's automatic emergency locator beacon early that morning.The Arctic
Rose had a crew of 15 people aboard. All hands were lost.
A search was conducted
in July to locate the vessel and find clues to the causes of the loss. Richard
Dentzman from Triton Elics International assisted the USCG Marine Investigation
Board and NUWC by integrating a TEI Isis Sonar topside acquisition system
with a Klein 5000 towed side-scan sonar aboard the F/V Ocean Explorer. Data
from the towfish were transmitted up a 300 meters tow cable. DGPS was used
together with USBL to obtain precise positioning of the side-scan towfish.
A search grid was
designed around a position provided by the USCG from an EPIRB (Emergency
Position Indicating Radio Beacon), on-site identification of the EPIRB by
a C-130, and visual sightings of an oil slick and debris field. Using TEI's
Isis Sonar system and the Klein 5000 towfish, the team located the wreckage
of the Arctic Rose soon after the start of the search. The Arctic Rose lays
at a depth of 437 feet , about 200 miles north-west of St. Paul Island.
TEI Isis Sonar
was used to promptly process the raw sonar data into a grey-scale mosaic
of the wreck, which was then displayed as a geo-referenced image in TEI DelphMap.
The causes of the disaster could not be immediately ascertained. Further
investigation with an ROV may provide more information.

Wins CODA Contract From Texas A&M Univ. Galveston |
Survey Equipment
Services of Houston Texas announced receipt of a sizeable contract to provide
Texas A&M University, Galveston, Texas a CODA Technologies Digital Side
Scan Sonar system consisting of a Digital topside processor with Mosaic,
Geo Kit & Office processing software.
The system is complete
with an EdgeTech model 272TD dual frequency side scan sonar tow fish rated
to 1000 meters tow depth. A SeaMap SonarLink provides the interface between
the CODA digital sonar processor and the EdgeTech Side Scan Sonar tow fish.
Dr. Tim Dellapenna
of Texas A&M said the system will be used for research in mapping the
upper Texas coast, offshore artificial reefs and other sites which provide
substrate for juvenile red snapper. Dr. Dellapenna said later this year he
expects to take the system to New Zealand to investigate the geology of estuaries
around the city of Auckland.

Study Finds That Oil And Gas Industry Development Along The Gulf Coast Is
Only Part Of The Picture |
The Minerals
Management Service (MMS), Gulf of Mexico Region, has released the results
of a study that shows that the socioeconomic impacts of the oil and gas industry
along the Gulf Coast vary greatly from place to place. The study, "Assessment
of Historical, Social, and Economic Impacts of OCS Development on Gulf Coast
Communities," was done for MMS under contract by TechLaw, Inc. The two-volume
study report, which has the same title, shows that other factors not related
to oil and gas development along the Outer Continental Shelf (OCS), such
as the GI Bill, school desegregation, and construction of the Interstate
Highway system have driven much of the change.
Lafourche and
Terrebonne Parishes in south Louisiana; San Patricio County in the Coastal
Bend area of Texas; and Baldwin and Mobile Counties in Alabama were carefully
studied for impacts from offshore oil and gas development since 1930. Social
scientists looked at the historical, social, and economic changes in the
economic and social structures of these parishes and counties in the last
70 years. Changes in community landscapes, work, and education were examined
at the community level using rapid ethnographic techniques.
The scientists'
analysis showed that, while there are similarities along the Gulf Coast,
nevertheless the impacts of oil and gas development on the OCS vary widely.
Impacts were greatest in south Lafourche Parish, which is traditionally tied
to fish and offshore oil. Direct impacts in San Patricio County were less
extensive, and in the Mobile Bay area of Alabama they were even less evident.
The decline of oil and gas prices in the mid-1980's had serious impacts on
south Louisiana and to a lesser extent in San Patricio County. Non-OCS factors
were responsible for significant ch these areas.

MMS is the Federal
Agency in the U.S. Department of the Interior that manages the Nation's oil,
natural gas and other mineral resources on the Outer Continental Shelf in
Federal offshore waters. The Agency also collects, accounts for, and disburses
mineral revenues from Federal and Indian leases. These collections totaled
nearly $8 billion last year and more than $110 billion since the Agency was
created in 1982. Annually, nearly $1 billion from those revenues go into
the Land and Water Conservation Fund for the acquisition and development
of state and Federal park and recreation lands.
