Offshore Seismic Surveys (OSS) Seismic Operations For GHRC, West Africa
Houston, Texas, March 28, 2002-- Offshore Seismic Surveys Inc. (OSS) has commenced seismic acquisition operations for Guinea Hydrocarbon Resources Corporation (GHRC) to explore for oil and gas in the offshore area of the Republic of Guinea, West Africa.

GHRC has total exploration and production rights to nearly the entire continental margin of the country covering over 300 kilometers of coastline out to 200 kilometers offshore where no drilling has occurred since the 1970s. The OSS Seismic Vessel M/V Gulf Supplier arrived in Guinea on March 29th to begin an initial seismic survey; applying its newest 480 channel, 6,000 meter digital hydrophone technology aimed at identifying targets that may match the recent billion barrel oil discovery offshore South America north east of Trinidad.

Formations exist offshore Guinea in deltaic structures that appear favorable for the accumulation of oil and gas. The earliest structures are likely to be similar to zones offshore South America before the African and South American continents drifted apart and formed the Atlantic Ocean.

The vessel's bathymetric system will also attempt to map the observed gas anomalies seeping from deep formations to the sea floor through faults and fractures. The announced Trinidad discovery is the first major high gravity oil reserve to be discovered on the Atlantic margin of that country which has primarily been producing natural gas. Neil Moore, the President of GHRC stated that data taken on a research program conducted in the 1960s indicates high possibilities for petroleum production in the area, which is about as large as East Texas where hundreds of oil and gas fields currently exist. He continued; data gathered by the M/V Gulf Supplier for GHRC will be processed and interpreted using the latest PrimeViewtm Multi-Differential Attribute technology, the vessel expects to detail several favorable areas later this summer.

RD Instruments To Supply ADCPs For Canadian Oceanographic Research Vessel

RD Instruments announced the sale of two phased array Acoustic Doppler Current Profilers; (1) Model OS75, 75 kHz Ocean Surveyor ADCP and (1) Model OS150, 150 kHz Ocean Surveyor ADCP.

The instruments, sold through RDI's Canadian representative, DASCO Equipment, Inc. are to be installed on a vessel co-owned by four Universities in the Province of Quebec, Canada, and managed by the REFORMAR consortium. The (yet to be named) vessel is being converted into a fully equipped oceanographic research vessel which will be available for operations beginning July of 2002.

RDI's Ocean Surveyor is a vessel mounted ADCP used around the world for a wide array of ocean applications including climate studies, mid-ocean frontal mapping, fisheries research, and deep-water cable-laying jobs. The instrument provides detailed maps of the distribution of water currents and suspended materials through the water column and along the ship's path.

Hydroid, Inc. To Take REMUS Into The Future

Underwater Intervention 2002 Reflects Upbeat Mood Of Industry

Underwater Intervention 2002 was held February 27 - March 2 in the Ernest N. Morial Convention Center in New Orleans, the largest, most prestigious venue in which the conference has yet been hosted. Exhibitors and attendees alike were enthusiastic about the enhanced function and prestige provided by the world-class facility, and New Orleans is historically a favorite location for the conference.

Underwater Intervention 2002 was co-sponsored by the Association of Diving Contractors International, Inc. (ADC) and the ROV Committee of the Marine Technology Society (MTS/ROV) for the tenth consecutive year. With 230 exhibit spaces filled, and 2,500 attendees, this year's show set a new benchmark for success in domestic underwater contracting conferences. The technical program was expanded to accommodate an increased number of paper and panel presentations, with a fourth track and an additional half-day of sessions being scheduled. The show was co-chaired by Drew Michel (MTS/ROV Committee) and Jim Doré (ADC). Ross Saxon (ADC) again acted as Vice Chairman for the event.

The conference was preceeded by a golf tournament which raised funds for ADC and MTS/ROV scholarship programs. MTS/ROV chairman Drew Michel later donated MTS's share of the funds to the newly established ADC scholarship fund, resulting in a healthy boost to the program. Golfers at the tournament were plagued by high winds, but the weather did nothing to dampen the fun players had.

UI 2002's Early Bird Reception, held the first day of the conference, was a attended by a large, enthusiastic crowd. Louisiana Lieutenant Governor Kathleen Blanco, the state's second highest ranking official, spoke to attendees on the offshore service industry in the State of Louisiana.

The UI Technical Program opened at 1:30 p.m. on Wednesday and continued through the end of the day Saturday. The additional half-day was added at the beginning of the conference (exhibits didn't open until Thursday morning), and the sessions held Wednesday were well attended.

The UI Awards Luncheon was held on Thursday, and was highlighted by a keynote speech by Peter Canty, CEO, President and COO of Stone Energy Corporation. His speech, "The Gulf Coast Basin: A Bone Yard or a Boon Yard" demonstrated that through improved imaging technologies additional reserves of recoverable oil and gas are being detected in divable depths within the Gulf Coast Basin.

The luncheon also featured the presentation of a plaque by Leslie Leaney of the Historical Diving Society USA to the Association of Diving Contractors International for ten years of support. During that time the HDS has grown exponentially, and largely with the support of the commercial diving community.

ADC Awards

The 2002 John B. Galletti Award recipient was Conway "Whitey" Grubbs. Whitey began his underwater wet welding activities in 1969 when he and skilled divers qualified and repaired structural damage to the newly installed Kazzan 1 offshore oil storage structure located in over 150 feet in the Persian Gulf while he was employed by Chicago Bridge & Iron Limited. Whitey Grubbs' career spanned the period from 1948 through 1999 during which he held numerous responsible management positions with Chicago Bridge & Iron, as President of D & W Underwater Welding Services, Inc., and prior to his retirement, as Director of Underwater Welding for Global Divers and Contractors.

The 2002 Tom Devine Memorial Award was presented to Jim Caldwell. Jim began his diving career in 1943 while in the United States Navy. Following discharge from the Navy in 1947 Jim began commercial diving in the Northeastern United States where he formed a diving unit attached to the Lakehurst Naval Air Station to aircraft. Mr. Caldwell went on to form Ocean County Diving, Caldwell Diving, and Caldwell Cable Ventsures and in 1998 eventually sold his company to General Dynamics Corp. The company currently operates as IT Telecommunications. Jim is recognized for his specialized knowledge and expertise in the installation and burial of power and communications cables around the world, both offshore and inshore. Using his in-house designed and built jet assisted underwater cable plows, his companies successfully laid and buried cables below the bottom to depths ranging from 3 to 45 feet and installed fiber optic cables for A T & T and Bell Atlantic around the world. Jim is presently active with the Institute of Diving in Panama City Florida as a Past President and serves as an Advisory Member of the Board of the Historical Diving Society USA

An Important Weapon In The War On Crime

With our nation at it’s current state of high alert, each tool in the law man’s arsenal for fighting crime has become more critical than ever.

For the police diver, one of his most effective weapons, is the underwater metal detector. These detectors are routinely used for evidence and weapons recovery operations, and have been directly responsible for putting many a criminals behind bars. Recently, divers from Mahoning County Sheriffs Dept. in Ohio were searching for a weapon in a nearby lake. "We were in an area that was thought to be clean of any weapons. Everyone, myself included, was surprised when I surfaced with not one, but three weapons", reported team member Ben Kailer." My most important recovery with the 8X was made last fall. Three men brutally slashed and stabbed a young girl to death. Police from two states were involved in the case. The prosecutors were very anxious to locate the murder weapon which had been thrown in a small lake with a soft mud bottom and zero visibility. We searched for two days without any luck. On the third day we moved our search 30 feet beyond where we were told, and I found the knife with the 8X. The three men are now awaiting trial."

For years law enforcement divers worldwide have counted on JW Fishers metal detectors. These detectors are in use by military units for mine detection, by customs service in their search for weapons and drugs, and even by the secret service and FBI. A recent report from the program coordinator of the FBI dive team that has several Fisher Pulse 8X detectors stated, "We rely greatly on our detectors and they perform tremendously for us. They remain our bread and butter for underwater search and recovery operations. We used them on a job in April and located a gun in about 10 inches of mud."The weapon FBI divers found was used in a multiple homicide case in Louisiana. The recovery of this evidence helped insure conviction of the perpetrators. Sometimes the detectors are used for pre-emptive operations. Japan’s National Police Office, purchaser of a large quantity of 8X units, searched land, beach, and underwater sites before representatives from 8 nations convened for a summit meeting in Okinawa.

The variety of tasks these detectors can accomplish are numerous. In addition to weapons recovery, the Pulse 8X with it’s interchangeable boat-deployed coils is routinely used to search for sunk vehicles and lost vessels. RESON Reports Another Strong First Quarter

April 5, 2002 --- The first quarter has once again been busy for RESON with orders and deliveries of their highly successfully SeaBat series, including both shallow and deepwater multibeam systems, as well as the RESON NaviSound series of single-beam echosounders and NaviSoft Data Collection Systems.

Sales and deliveries included four SeaBat 8125 systems purchased by the National Oceanographic and Atmospheric Association (NOAA) in February. Manson Construction purchased a multibeam to be used for a project at the Port of Long Beach in California.

The U.S. Army Corps of Engineers has underscored their preference for RESON SeaBat systems. The Mobile District took delivery of both a SeaBat 8125 and an 8128, to be used for channel sweep surveys, post-hurricane wreck and debris searches. The Savannah District will also use a SeaBat 8125 for channel sweep surveys, as a survey research tool for marine archaeological detachment, and for precise ultra-high resolution bathymetry and imagery over wreck sites and areas of historical interest. The U.S. Corps of Engineer's bank stabilization project will be performed with a SeaBat system purchased by Chustz Survey.

At the end of March, one SeaBat 8128 forward looking sonar system was delivered to RESON representative TOYO Corporation for operations in Japan.

RESON multibeam systems, including SeaBat models 6012, 8101, 8125 and 9001, were also delivered to Europe in the first three months of the year to customers such as DeepOcean A/S, Seatronics, and Van Oord ACZ.

RESON's Canadian representative, McQuest Marine, had a remarkable first quarter. Several RESON NaviSound Multi-Channel Sweep (MCS) systems and the NaviSoft MCS software package were sold to the Ontario Region of the Canadian Public Works and Government Services. Another two MCS systems were purchased by the Atlantic Region. The Canadian Hydrographic Service refit their vessel, the FCG SMITH, with a 36-channel MCS. Environment Canada Yellowknife NWT and the Ministry of Environment and Energy selected RESON NaviSound 215 single-beam echosounders with 33/200 kHz transducers. Manitoba Hydro purchased RESON's NaviSoft Survey Light software package as well as a NaviSound 215 single-beam echosounder with two 200 kHz transducers.

MMS And U.S. Coast Guard To Hold Joint Workshop On Transferring Responsibility For Fixed Ocs Facilities
The Minerals Management Service (MMS), of the Department of the Interior, and the U.S. Coast Guard will hold a joint workshop in Houston on Friday, April 12, to discuss the Coast Guard's transfer of the responsibility of inspecting and enforcing its regulations for fixed facilities on the Outer Continental Shelf to MMS.

The Coast Guard published a final rule in the Federal Register in February making the transfer official. Because MMS has since received a number of queries from the offshore oil and gas industry, it decided to hold the workshop jointly with the Coast Guard to answer questions on how the transfer will be implemented.

The meeting agenda calls for presentation of how that rulemaking came about, overviews of the MMS and Coast Guard inspection programs, and a presentation of how the integrated inspection program will work. A question-and-answer session will follow.

MMS is the federal agency in the U.S. Department of the Interior that manages the nation's oil, natural gas and other mineral resources on the outer continental shelf in federal offshore waters. The agency also collects, accounts for and disburses mineral revenues from federal and Indian leases. These revenues totaled nearly $10 billion in 2001 and more than $120 billion since the agency was created in 1982. Annually, nearly $1 billion from those revenues go into the Land and Water Conservation Fund for the acquisition and development of state and federal park and recreation lands.
